- Restricted to Village of Arlington Heights residents - Must be lacking in funds to pay bills (all sources of income and assets will be considered) - Must be experiencing a temporary financial hardship, such as loss of a job - Must have a past due balance for a basic need, such as rent or utilities - Must have a plan for sustainability (for example the resident will be returning to work) - Assistance provided must remedy the financial emergency
