Eligibility

This program is open to households with active SNAP benefits whose food was destroyed by fire, flood, tornado, or a power outage lasting more than 4 hours. This replacement request does not cover loss of power due to nonpayment of utility service or food destruction caused by a mechanical problem, such as a refrigerator breakdown not caused by the disaster.

Application process

Follow the steps below to submit your request:1. Upload Form 1989 to the ECR on IES.2. In the Left Navigation, Click Benefits Issuance.3. Click "Request Food/Cash Manual Issuance".4. Enter the Case Number and enter Food EDG #.5. Enter the Benefit Type: Replacement and the Issuance Reason: Food Destroyed.6. Enter the replacement amount that the Food Assistance household claims to have lost. The replacement cannot exceed the food benefit amount for the fiscal month of the loss.

SNAP recipients whose food is destroyed due to household misfortunes (fire, flood, tornado) or power outages lasting longer than 4 hours are eligible to receive replacement food. Applicants must complete form IL444-1989 within 10 days of discovering the destroyed food due to a disaster. IDHS verifies the event through a collateral contact, the Red Cross, fire department, utility company, a news article, or a home visit. The replacement cannot exceed the SNAP benefit amount for the fiscal month of the loss, and it's capped at the actual value of the loss, whichever is lower. Approve replacement SNAP within 2 days of the signed Request for Replacement of Destroyed Food, if the SNAP household is entitled.
