Utility Billing Relief Program & LIHWAP

Cook County partners with CEDA to provide the Utility Billing Relief (UBR) program and the Low-Income Household Water Assistance Program (LIHWAP). Utility Billing Relief (UBR) provides low-income Cook County residents with a reduced rate on their water, sewer, and water-sewer taxes and debt relief for those who demonstrate they can manage the reduced rate bills for one year. Residents may also be eligible for the Low-Income Household Water Assistance Program (LIHWAP), a federally funded program designed to assist low-income households with paying their past-due water and wastewater (sewer) bills.

Application process

Eligibility

The property must be single-family or two-unit, and the applicant must own it and reside in it. The applicant must provide a Social Security Number(SSN), Individual Taxpayer Identification Number (ITIN), or other form of identification, and the applicant must meet the income eligibility requirements and provide supporting documentation.
