Eligibility
Blind persons whose visual acuity is 20/200 or less with correcting lenses, or with a visual field of less than 20 degrees; Other physically disabled persons including: a. Persons whose visual disability is certified as preventing reading, b. Persons certified as unable to read or unable to use printed material because of physical limitations, c. Persons certified as having a reading disability severe enough to prevent reading in a conventional manner
