Provides placement and support for children with specialized needs in foster care. "Specialized" refers to children with medical, emotional, behavioral or mental health needs. Also includes special groups in need of foster placement such as adolescents and LGBTQ youth. Provides licensing for adults to foster or adopt children with specialized needs.
