Income eligibility applies, open to students who has completed the 8th grade or are currently in the 9th, 10th, and 11th grade in the Waterloo Community School District, neither the mother or father has a four-year college degree, students must have demonstrated "potential for college" as measured by standardized tests, school grades, and/or recommendations from a school administrator, counselor, or teacher
