. Chicago residents with disabilities . Must be head of household, spouse or legal dependent of the head of household. Households with incomes below 80% of the area median income may qualify.. Both homeowners and renters may qualify for this program.. Payment of any outstanding property taxes.. If applicable, child support compliance.
