One or more person in the household must be at least 18 years or older and have a disability that is expected to be of long-continued and indefinite duration, substantially impedes the person's ability to live independently, and is of a nature that such ability could be improved by more suitable housing conditions. Households must meet income requirements as determined by the HUD.

Eligible households pay no more than 30% of their adjusted gross income for rent and utilities, excluding telephone.
