Eligibility

Eligibility to receive these services requires being determined a "Norman family." To be considered a Norman family, one of the following eligibility criteria must be met:. A DCFS investigator is considering placing your children in DCFS custody.. You have an open DCFS case, and your caseworker is considering placing your children in DCFS custody.. Your DCFS caseworker or the court tells you that your child cannot be returned to you.Reasons for these determinations include if the child or children lack access to food, shelter, clothing, or any items or basic human needs deemed necessary to prevent imminent risk to a child's life or health.

Norman Services help families who have children who are in danger of coming into DCFS care (or cannot be returned home from DCFS care) due to lack of food, clothing, housing or other basic human needs.The program provides the following three services:One-time cash assistance to purchase items needed to care for the children that the client cannot afford to purchase themselves. Examples include: security deposits and/or first month's rent, utilities, food, housing repairs, clothing, furniture and/or equipment, and transportation.Access to DCFS' Housing Advocacy Program (HAP). The HAP provides assistance finding housing, including referrals and transportation to emergency or domestic violence shelters, provision of apartment listings, connection of families to landlords, case management, and benefits enrollment application assistance.A waiver to allow families to apply for Temporary Assistance for Needy Families (TANF) so that children in DCFS custody can be returned home within 90 days.
