Non-functioning/broken light must be recognized by an officer, who then provides the driver with the voucher; the citizen has 2 weeks to redeem the voucher at one of the local participating automotive partners: Bloomington Walmart, Normal Walmart, Advanced Auto Parts, and Auto Zone
