- Resident of area served - Ineligible for or not receiving other forms of assistance (TANF, SSI, etc.) - Notice of disconnect (for utility help), 5 day notice from landlord (for rent help) and at least a 30 day notice (from mortgage company) - Has lived at current address for at least 6 months - No minor children living in home - Meets other financial and non-financial eligibility criteria (call for more information including income guidelines)
