- Resident of area served. - Meets income requirements. - The High-Risk Infant Follow-Up (HRIF) is a statewide program for infants and children, 0 to 2 years old, who are diagnosed with serious medical conditions, with maternal alcohol or drug addiction diagnosis, or when child abuse or neglect is indicated.
