SCIL Ramp Program:
Partners with the Springfield Center for Independent Living (SCIL) to provide disabled homeowners and renters with ramps and other modifications to increase accessibility and help them remain in their homes.
Minor Home Repair:
CDBG funds for emergency correction of building code deficiencies and other minor repairs of single-family, owner-occupied dwellings for very low to moderate income households. Examples of items which may be repaired are condemned furnaces, faulty wiring, or actively leaking roofs.
Major Home Repair:
Provides funds in the form of forgivable deferred loans to correct health and safety code violations, including lead-based paint hazards,
for single-family dwelling units located in low-income census tracts.
Get the Lead Out Program and Healthy Home Production:
Awards housing funds to qualified applicants to help cover the cost of lead hazard remediation. This program is available to owner-occupied homes and privately-owned rental properties with four or fewer units. All remediation activities must be conducted in Pre-1978 houses occupied by low to moderate income households.
ETIF Exterior Rehabilitation Program:
Matching grant program that provides up to $15,000 of assistance to individuals who own the property they reside in for permanent improvements within the Enos Park and Madison Park Place TIF Districts.
In the
Far East neighborhood, the grant provides up to $25,000 and also interior repairs. In this neighborhood, it provides 90-10 matching as long as homeowner falls under the HUD median income level.
For all residents of Springfield, the Citywide grant provides a 50-50 matching grant up to $15,000 for exterior renovations as long as the owner meets HUD income guidelines.
First Responder and Veteran Home Purchase and New Construction Grant Programs:
A portion of the TIF Funds provide grant assistance to first responders (Police and Fire) and veterans for an owner-occupied home purchase or new home construction in the neighborhood mentioned above. Recipients will be awarded 10% of the purchase price of the home up to $20,000.

DPP:
- Fund matching program providing down payment/closing cost assistance for eligible homebuyers.
- FHLB members may access subsidies of up to $6,000 per household for eligible homebuyers.
- May also cover homebuyer counseling costs (up to $500)
- May also cover eligible rehabilitation costs associated with the purchase of a home.
DPP Advantage:
- a statewide effort to promote affordable housing.
- assists low and moderate-income home buyers in Illinois with down payment and closing costs.
- Up to $6,000 in assistance for the purchase of owner-occupied single family homes.
- Funds are forgivable grant without repayment obligation if participant remains in home for 5 years.
Provides down payment and closing cost assistance to eligible home buyers of houses in Normal. Approved applications can receive up to $5,000 in assistance, which is provided through a 0% interest, five-year forgivable loan.
