The Village of Hoffman Estates Rental Assistance (HE-RAP) is an effort to assist families and individuals suffering a temporary financial setback due to the COVID-19 public health emergency. The program serves residential renters in eligible households in Hoffman Estates with assistance in paying delinquent rent, rent arrears, utilities, and home energy costs and/or utilities and home energy costs in arrears for tenants unable to pay rent or utilities due to loss of income related to COVID-19. If approved, the assistance will be payable directly to the utility provider and/or landlord for the tenant.

Cook County partners with CEDA to provide the Utility Billing Relief (UBR) program and the Low-Income Household Water Assistance Program (LIHWAP). Utility Billing Relief (UBR) provides low-income Cook County residents with a reduced rate on their water, sewer, and water-sewer taxes and debt relief for those who demonstrate they can manage the reduced rate bills for one year. Residents may also be eligible for the Low-Income Household Water Assistance Program (LIHWAP), a federally funded program designed to assist low-income households with paying their past-due water and wastewater (sewer) bills.
CHA's Housing Choice Voucher (HCV) Program assists in housing families with children, the elderly, and people with disabilities across Chicago. Using federal funds provided by the U.S. Department of Housing and Urban Development (HUD), the voucher program helps participant families pay for housing in the private market, such as apartments, duplexes, condominiums, townhouses, and single-family homes. Participant families contribute 30-40% of their income toward rent and utilities, and CHA pays the remainder directly to the property owner.Since more families need rental assistance than funds available, CHA uses a waiting list to administer the program. Currently, the HCV waitlist is closed. Notice will be posted through a variety of media outlets when it reopens.

Energy assistance for eligible low income families. The benefit is paid directly to the utility companies on behalf of eligible households, or directly to renters if the utility costs are included in their rent. Some applicants may qualify for the Percentage of Income Payment Plan (PIPP), where an eligible client pays a percentage of their income, receives a monthly benefit towards their utility bill, and receives a reduction in overdue payments for every on-time payment they make by the bill due date. If the homeowner's furnace is not working or is dangerous or emitting carbon monoxide into the household, LIHEAP may be able to provide a furnace repair or replacement.

Income-eligible, residential customers can apply once every two years for grants of up to $500 based on need and availability of program funds.

Administered for Peoples Gas by the Community and Economic Development Association (CEDA), Share the Warmth provides heating grants to limited and fixed-income households. Eligible customers can receive grants of up to $200 on their bills.
Utility assistance program for Ameren customers who don't qualify for LIHEAP.
Warm Neighbors is a matching fund program to help with utility bills for customers of Ameren only.
ComEd assists eligible households in avoiding disconnection for 60 days. A medical certificate from a doctor or local Board of Health can stop disconnection for 60 days if you haven't used a medical certificate in the past 12 months or you paid off an unpaid previous balance related to a last medical certificate.
