Helping Services for Youth and Families offers education and prevention programs for alcohol, drug, and tobacco use. Services include: educational materials and support for organizations to develop best practice policies, information about medication disposal for families, and advocacy for local initiatives to prevent substance abuse. Programs are also offered in community schools for youth to prevent use of alcohol, drugs, and/or tobacco. Included are school presentations for all grades and student-based groups which allow the students to lead the initiatives to prevent and end alcohol, tobacco, and other drug use and abuse.

Tobacco Information/Education - Provides tobacco/ENDS information and resources. Provides information on coalition engagement, volunteering, and Nebraska Quitline.

Tobacco-Free Businesses - assists with implementing a smoke and/or tobacco-free policy.

Smoke-Free Housing - assists with smoke and/or tobacco-free policies. Assists in finding smoke free housing.


Services are provided in partnership with Heartland Family Service, American Lung Association, Creighton University Medical Center, Douglas County Department of Health, University of Nebraska Medical Center, College of Public Health - Center for Reducing Health Disparities.

Works to reduce tobacco use and the toll of tobacco-caused disease and death by preventing youth from starting, helping adults and youth to quit, and preventing exposure to secondhand smoke.
Assists individuals of all cultures to assume responsibility for their own health through education and outreach services. The Division responds to public information needs or issues related to health and safety, and works collaboratively with other community entities to formulate responses to issues which impact public health. Major program areas include:

Chronic Disease Prevention program promotes activities community-wide that encourage healthy living, embrace health screenings for early detection of disease, and encourage appropriate self-management of existing diseases. Additional effort is placed on reducing the high incidence of chronic diseases among racial/ethnic minorities and other vulnerable Lancaster County residents. Program activities include community education on topics such as reducing the incidence of childhood obesity, increasing physical activity, and developing healthy eating habits, diabetes prevention or control, learning to manage chronic health problems, and colorectal cancer awareness.

Injury Prevention and Safe Kids Lincoln-Lancaster County coordinate activities directed at reducing unintentional injuries and death. Priorities are established by the Injury Surveillance System and Safe Kids Lincoln-Lancaster County. Print material, videos and presentations are available on bike and pedestrian safety, fall prevention, child passenger safety/occupant restraints, and home safety. Tobacco Prevention and Control provides tobacco prevention information/education to schools, businesses and the community, and cessation referrals.

Health Education focused toward creating anti-smoking, anti-tobacco policy. Health Educator also works with high school students interested in policy change with regard to tobacco. Health Educator attends health fairs, community events and meetings to promote all health department programs and initiatives.

Bureau of Women/Children and Adolescent Health: Providing classes at community clinics and other locations using the Freedom from Smoking curriculum to help adults quit smoking and tobacco use.
Health Promotion Services Division - Tobacco Prevention Initiative: A comprehensive tobacco prevention initiative including a variety of programs for different populations and the community as a whole. The Health Department also collaborates with other agencies and organizations in Madison County for this initiative.

Peer education program teaching older children how to use fun, interactive tobacco prevention activities to teach younger students refusal skills and facts about the dangers of tobacco use.

Provides a variety of education programs to better the health of the community. Many of these programs are funded through grants, and are offered at little or no cost to the residents.

-- Sexual Health Education: Provides Making Proud Choices! (CUPHD's age-appropriate, comprehensive sex education programming) and sexual health resources

-- Tobacco Initiatives: Provides a Youth Tobacco Prevention, Smoke-Free Illinois Act Enforcement, and Tobacco Prevention Coalition programs. Also provides information regarding the health effects of e-cigarettes

-- Community Health Resources: Provides the Germ Busters, Worksite Wellness, Physical Activity and Active Transportation, and Period Product Drive programs. Also provides information regarding statistics and policies related to chronic diseases and obesity

-- Adolescent Health Services: Provides the Adolescent Health Program, resources and support groups for affordable substance abuse treatment services, resources for affordable mental and behavioral health care
