Can also assist individuals looking to start a non-profit organization.

HUBZone Empowerment Contracting Program: focuses on economic development and creates jobs in urban and rural communities by providing contracting preferences to small businesses.
Microenterprise Development: Provides linguistically and culturally competent training and technical assistance to help new Americans start, stabilize or expand businesses and achieve financial success through business ownership.
The Department of Planning and Development (DPD) provides financial assistance programs, business development grants and initiatives to promote vitality in local commercial corridors. DPD also provides funding to delegate agencies whose objectives include small business development, site development or area-wide marketing, maintenance and management within a specified commercial business district.

Provides training and technical assistance to refugees who desire to start a business as licensed in-home child care providers.

Minority Business Financing

Provides a service center for businesses across the state of Iowa. It receives and approves articles of incorporation for Iowa business and nonprofit entities. The division administers Uniform Commercial Code laws and filings related to business formulations and other business regulation, issues notary commissions, and processes thousands of corporate and commercial documents. The Fast Track Filing system allows for 24 hour access to services and filing processes.

Business Assistance Services
Offers a wide range of services tailored to help entrepreneurs and small business owners. Helps create independence and self-sufficiency by promoting and supporting the development of small business enterprises.

Micro-business development in Spanish and English, including business financing, business financial counseling, business resource center and computer lab, continuing education and consultation, training, and development. Microloans for business. Classes are now offered virtually.
Small business development center assists aspiring entrepreneurs or existing business owners to start, operate, and exit their businesses. Assistance includes counseling in business planning, marketing, financing, accounting, human resources, and market research. Classes in each of these areas are also offered for a nominal fee. Counseling services are free of charge.

YWCA Metropolitan Chicago is funded in part by a grant from the Chicago Department of Business Affairs and Consumer (BACP) through its Neighborhood Business Development Center Program. BACP ensures a fair and vibrant marketplace for both businesses and consumers; it also licenses business and public vehicles, provides business education and access to resources, enforces the Chicago Municipal Code, and protects consumers from fraud.
West Side Forward's West Side Business Xcelerator (WSBX) program is designed to support high growth potential businesses. Funded in part by the City of Chicago Neighborhood Business Development Center, this program is designed specifically for owners or management teams with a vision for growing the company significantly, as well as background and experience in managing growth; each participating company will go through three weeks of assessments and five weeks of developing a growth plan around a specific market opportunity. Each business owner will be partnered with a team of advisors and have the potential to receive gap loans to help them get over access to capital hurdles and qualify for larger, traditionally funded loans.
LGBT Chamber of Commerce of Illinois' LGBTQ+ Biz Boot Camp provides entrepreneurs with the opportunity to collaborate with Chamber-affiliated mentors and will leave the program with a complete business plan and pitch deck. First-place winner of the OUT-Pitch Competition will be awarded a $2,500 small business grant, courtesy of JP Morgan Chase & Co. The runner-up will receive a $1,000 small business grant from the LGBT Business Foundation of Illinois. Those accepted into the program will leave fully equipped with the tools and expertise necessary to further advance their careers and executive presence.
Iowa State University Extension and Outreach Service provides unbiased, research-based, information on agriculture and the environment, consumer horticulture (yard and garden), community development, public affairs, home economics, and resource development.

IAA provides leadership and technical support to members of Asian and the business communities to become prosperous economic partners. New Covenant Community Development Center's (CDC) core service offerings are business financial education courses, business development support through 1v1 coaching, technical support, and funding resources for startups and growing businesses.
Center for Changing Lives (CCL) provides small business coaching to entrepreneurs and small business owners from throughout Chicago, with a focus near their main office in Logan Square/Humboldt Park and South Chicago co-location office. Additionally, they offer Small Business Support & Coaching to connect participants to the resources they need, whether launching an entrepreneurial dream or are a long-standing business owner.
West Side Forward offers a rigorous 12-week business training program geared toward for-profit enterprises and entrepreneurs who want to start a new business, owners of informally run businesses who want to become licensed and legally structured, and owners of existing businesses less than five years old that want to expand or standardize their business operations. Entrepreneurs selected for these programs participate in a series of highly specialized sessions on business plans, marketing, financing, accounting, risk management, legal issues, and more, followed by a year of personal mentoring from a business leader.
