Regulates and maintains a built environment that is safe for residents, business, and visitors. The Planning & Zoning Division is responsible for the coordination of orderly growth and development in the Town of Normal through enforcement of Zoning and Subdivision codes. The Building Inspection Division provides plan oversees reviews, permit issuance, and field inspection services for all new construction and remodeling in the community. The Housing Division annually inspects and licenses apartments, rooming houses, duplexes, single-family rentals, mobile home parks, and hotels and motels. Annual inspections are meant to assure the buildings and dwelling units meet the basic life safety requirements of the International Property Maintenance Code. The Exterior Property Maintenance Department's Code Enforcement Officers proactively address private property matters that include illegal parking, inoperable or unlicensed vehicles, trash and debris, weed growth, graffiti, and variety of other exterior code issues.
