Serves as intermediary agency between the Illinois State Board of Education and the local school districts in the region. Provides educational services to school districts, including:
- Technical support
- Registration of teaching certificates
- Inspection of school buildings
- Truancy prevention
- School bus driver training
- Professional development
- GED administration
- Home schooling
