Provides health care services to uninsured and underserved residents of Kankakee County communities.

Offers three types of housing rehabilitation loans, designed to help homeowners who are struggling to get repairs done on their own. The assistance is provided in the form of a forgivable loan to income qualifying applicants and is only available to City residents who own their own house.

- Emergency Assistance Program is open to property owners in any part of the City but is limited to a small number of eligible activities. The program can help with inoperable furnaces/boilers, water heaters, broken water lines or sewer laterals, non-compliant electrical weather heads, severely damaged roofs, and exterior accessibility issues for elderly and disabled persons. This program aims to provide help quickly.

- General Assistance Program exists to help property owners who live in any part of the City. Activities can include a wide range of things including repairs or replacement of principle fixtures and components, water and energy efficient improvements, repair or replacement of water lines or sewer laterals, and improvements to remedy barriers that restrict the mobility and accessibility of elderly or disabled persons. Common exterior items that qualify under this program are roofs, entryways, stairs, and porch repairs. Common interior items that qualify under this program include stairways, plumbing, electrical panels, and mechanical equipment.

- The Home Repair and Accessibility Program (HRAP) is designed to provide financial assistance to homeowners with housing rehabilitation needs. The assistance is provided in the form of a grant to qualified low-to-moderate income homeowners residing within the corporate limits of the City of Rock Island. This program assists income-eligible households with needed home repairs and/or accessibility modifications. Priority will be given to rehabilitation items addressing health and safety hazards and local code violations.

* Full Rehabilitation Projects:

- Income eligible households may utilize up to $50,000 of funds to repair their homes and remove health and safety hazards by replacing costly maintenance items.

* Accessibility Projects:

- Income eligible owner-occupied households with at least one senior or disabled resident, may utilize up to $50,000 of funds for accessibility modifications and removal of health and safety hazards by replacing costly maintenance items.

* Roof Only Projects:

- Income eligible households may utilize up to $25,000 to cover new/repairs for roofs, soffits, gutters, and downspouts. These homes must not have other major health and safety issues.

Provides resale shop offering clothing, household goods, books, small appliances, luggage, school supplies, holiday decorations, hardware, furniture.

Specialized foster care helps children who have behavioral, mental health, or medical needs that can't adequately be maintained in a traditional foster placement. Specialized foster care can be with a relative or non-relative whom has become licensed with the agency.

Specialized foster placements are asked to take additional training to for children with more intensive needs. A general training will be offered initially by Family Service Center and then additional training will be offered on an ongoing basis specific to the child's needs.

Additional supports include:

-- Visits from the caseworker at least 3 times a month.

-- Counseling services for the child.

-- Behavior specialists who are on call and able to respond to crisis situations 7 days a week.

A larger monthly subsidy is provided to specialized foster parents to help address additional needs of the children. The agency will ask the foster family for preference regarding age, race, gender, and special needs of the children.

Provides a foster care program in Southern Illinois for children ages 21 and under. Services include monthly training and support, inclusion with child and family team meetings and care training. 

Offers a food pantry to residents of Bourbonnais and Bradley, IL.

Pantry may be accessed once per month.

Offers a home-visiting program to provide support services for families and children including early childhood development, parent support groups, health screenings, lending library, parenting education.

Provides clothing and shoes to those in need within the Macon County communities. May be able to provide different types of clothing such as children's clothing, work, winter, or school clothing depending on availability.

Provides food on an emergency basis to meet meal gaps for families residing in Bureau County.

Provides a Partner Abuse Intervention Program (PAIP) which begins with an initial assessment and orientation, followed by 27 weeks of in-person group sessions. Each session lasts two hours and works with participants to develop healthier ways of managing conflict and building respectful relationships. Certificates of participation are provided upon successful completion.

Offers GED classes, and GED, HiSET, and TASC testing.

Provides a customized one-on-one training program to assist individuals in increasing their employment opportunities. Program length varies upon students' needs. Offered topics include typing, computer skills (Microsoft Word or Excel), customer service skills, resume writing and cover letters, assistance with job search, help filling out applications properly, and employment counseling.

Offers bus driver training courses, including a segment of first aid procedures and school bus driver safety. Courses include 8-hour initial training for all new school bus drivers prior to getting a bus permit. Also includes, 2-hour refresher workshop in the 12-month period prior to renew a school bus permit.

Provides a website that connects families and helps to them to choose a child care center. Also, can help with filling out childcare assistance funding application and connect families to other child resources and provides developmental and early learning tip sheets.

Provides record keeping of all Civil, Probate, Traffic, Criminal, and Juvenile cases filed through the Clerk's office. Also collects and disperses all monies ordered to be paid by the court.

Provides education and training in approved training programs in local community colleges. Can help with the cost of tuition, books, fees, required tools, and any additional items required by the program. Program also provides a work experience and on-the-job training component. 

Work Experience offers subsidizes wages at a local employer for 1 to 6 months to help customer gain experience to gain permanent employment.

On-The-Job Training offers subsidizes half of hourly wage for a set period of time at a local employer with the intention of the employer retaining the customer after training is complete.

Provides counseling services to individuals who have experienced sexual and/or domestic violence. Counseling is also available to families, friends of the client. Counseling is available immediately after an assault or at any later date. Counseling sessions can provide a place for survivors to express their feelings, thoughts, and fears.

Traditional Foster Care for children ages 0-18 whose families are unable or unwilling to meet the minimum standards of parents as defined by the Department of Children and Family Services (DCFS).

Specialized Foster Care provides intensive services to behaviorally challenged children ages 3-18. Relative Foster Care allows children who need to be placed out of their home to be placed with relatives.

Aftercare Program is specially designed to assist children and their families upon their return home from living with a foster family.

Other services include foster parent recruitment, adoption conversions.

Offers tuberculosis skin tests, follow-up tests, and treatment (when needed for those who test positive).
