Offers to connect pregnant women and infants to health and wellness services to reduce infant mortality and decrease morbidity, prematurity and low birth weights.

Women assessed to be at high risk of a poor birth outcome based on a previous poor birth outcome and/or medical and social risk factors associated with premature births, low birth weight, and infant/maternal complications are offered the Better Birth Outcomes program (BBO), a more intensive case management program with monthly visits, a home visit each trimester and transportation assistance, as needed, to access prenatal and postpartum care.

BBO can assist pregnant women in applying for Medicaid and can refer to an OB/GYN for prenatal services. Case Managers for BBO programs complete referrals to needed community resources, provide advocacy and care coordination between participants and physicians and provide support to encourage healthy behaviors.

Nutrition education and counseling, supplemental foods, and information for women, children, and infants about other health services based on assessment findings.

Offers to help children in grades 4-12 develop knowledge and skills. Services include learning about citizenship, leadership, cooking, arts and crafts, mechanics and technology, horticulture, agriculture, and other subjects. To teach young people about these subjects, the 4-H program uses the learn-by-doing method of instruction.

Counseling services covering a range of topics, including:

- Depression and anxiety.

- Grief and relationship concerns.

- Alcohol and drug use, including opioids and heroin.

- ADHD assessment and treatment.

- Bipolar Disorder.

- Difficult life transitions.

- Post-Traumatic Stress Disorder.

- Health issues related to diet, exercise, tobacco use, etc.

Counseling services also available at certain local schools.

Provides energy assistance for eligible low income families in which a benefit is paid directly to the utility companies on behalf of eligible households, or directly to renters if the utility costs are included in their rent.

Some applicants may qualify for the Percentage of Income Payment Plan (PIPP), where an eligible client pays a percentage of their income, receives a monthly benefit towards their utility bill, and receives a reduction in overdue payments for every on-time payment they make by the bill due date. If the homeowner's furnace is not working or is dangerous or emitting carbon monoxide into the household, LIHEAP may be able to provide a furnace repair or replacement. Contact for more information.

- Provides friendship and emotional support for anyone in a crisis pregnancy.

- Provides free pregnancy testing, as well as maternity and baby clothes.

- Information and referrals are given to help clients meet legal, medical, financial, housing needs, and adoption information.

Reintegration services for formerly incarcerated women. Programs include:

- Mentoring: Eligible clients are based with trained community members as additional support to work on personal/career goals, coaching, and personal empowerment.

- Economic/Employment Services: Classes explore resume development, interviewing, financial literacy, explaining a criminal record, and uncovering careers that can lead to economic stability and success.

- Labyrinth House: A transitional living program for formerly incarcerated women. Residents live in a shared two bedroom furnished apartment and receive on-site support from residential counselors each evening.

- Outreach Case Management/Counseling: All eligible clients meet with a case manager/counselor to complete an intake and determine their personal goals. Services are provided, based on an individual level, for as long as they are needed. Outreach services include on-site support groups and skill-building workshops.

Provides necessary work clothing required to keep or obtain a job such as steel-toed boots, nursing scrubs, uniforms, etc. Computers are available for public use to construct resumes, do job search, fill out online job applications, etc.

Provides lifelong learning opportunities including: Distance Learning facilities that offer more than 120 courses and connect K-12 schools, community colleges, and universities across the country; a Teaching and Learning Center that offers professional development and technology to support student success; a Business and Community Education Center that offers needs assessments, computer training, continuous quality improvement (CQI), team building, and professional development to strengthen individuals and organizations; and a Small Business Development Center that supports small businesses in reaching specific goals.

Clients, age 55 and over, will be assisted with paying for eye exams and eyeglasses, when grant money is available, to people age 55 years and older, with proper identification.
