Provides development training and support to individuals with developmental disabilities. Services determines eligibility for state funded developmental disability services. Programs may also provide referrals, linkage to services and provides advocacy and monitoring of individuals with developmental disabilities. Programs include prioritization for urgency of need for services (PUNS), preadmission screening (PAS), and individual service and support advocacy (ISSA).

Provides community day services to individuals with developmental, physical, and/or intellectual disabilities. Services work to help individuals create self-sufficiency, greater choice and control of their lives, and increased participation in the community. Services include curricula that range from teaching basic skills for independent living (such as health and safety, cooking, and navigating within the community) to more advanced skills needed to find and maintain a job, manage personal finances, and achieve self-reliance.

- Emergency Assistance: Financial assistance to alleviate a life-threatening circumstance or meet an expense which jeopardizes employment. Individuals can receive Emergency Assistance only once a year. Applicants may be eligible for rent and utility assistance though this program.

- General Assistance: Financial assistance to meet basic needs. Provided every month but subject to work requirements.

Provides transportation to any person 60 years or older with pick-up site in Logan or Mason County. Transportation Services can be obtained for regular trips to medical appointments or treatment. Trips must be scheduled 24 hours in advance.

Please note: Persons under the age of 60 can utilize transportation but must pay the full fare (suggested donation). Persons over the age of 60 take priority.

Provides help to individuals with intellectual and developmental disabilities to focus on building personal skills through active treatment. The program assists clients to achieve their personal goals and desires through education, pre-vocational training, assistance with personal care, and community integration.

Provides in-person and online support groups for individuals with depression and bipolar disorder. Services include the balanced mind parent network program, which provides an online support community for parents and caregivers to find connections and resources. Resources include support groups for parents and caregivers, information and resources, depression in children, bipolar disorder in children, finding a clinician, treatment options, how to talk to children about mental health, safety and crisis planning, working with educators, and resources for parents and caregivers. 

Provides an emergency food bank. Food Bank offers 3-5 days of food per individual/family as needed. 

Serves residents of Long-Term Care (LTC) facilities. Certified Ombudsman regularly visits these facilities to educate LTC residents of their rights, empower them to engage in problem-solving efforts, follow up on concerns, and resolve complaints made by or on behalf of LTC residents.

Provides an outreach programs seeking to assure that limited-English-proficient immigrants and refugees eligible for WIC and SNAP benefits can successfully access these programs administered by IDHS.

The Illinois Coalition for Immigrant and Refugee Rights (ICIRR) administers this program through a network of community-based partner agencies.

Two-year transitional housing program for single men, single women, and homeless veterans. Residents meet with a case manager weekly.  Additional housing programs are available for homeless men who are employed or employable and homeless male adults who have mental health concerns but are stable.

Offers help to first and second-time parents managing the demands of caring for a child during the first three years of life. Family-support workers visit the home to encourage new parents by building on their strengths, emphasizing the joys of parenting and easing concerns with education and hands-on assistance. Services can start before the baby is born with prenatal home visits by a doula.

Elgin 311 Answers general questions and processes non-emergency service requests. From reporting potholes to a missed garbage collection to processing water bill payments.

Provides in-home case management as well as 24-hour response to emergencies. Services include a case manager who will monitor individuals weekly to ensure they are linked with the necessary resources and referrals for both inpatient and outpatient drug treatment programs. Services may also include weekly in-home and out-of-home counseling for adults, children, couples, and families. Families may also be referred to a number of community-based services, including medical services, counseling, drug or alcohol treatment support groups, food pantries, housing, employment training, and continuing education programs. 

Helps highest-need children gain access to early learning and development programs, services, and resources.

Helps underserved Aurora parents with children from birth through age five by connecting and enrolling children to early childhood programs and education, parent workshops, and offering developmental screenings.

Serves as a single point of entry for Aurora families with children from birth to age 5 who are interested in learning more about and enrolling in early childhood programs and resources.

Developmental Screenings give parents time to talk about their child’s development and offers fun and simple activity ideas to use with their child to help them continue to learn and grow.

Encourages city, state, and federal representatives to raise awareness of the value and importance of early childhood development and to influence policy.

Provides free and confidential sexual assault/abuse and crime victim services to anyone that has been sexually assaulted/abused. Off-site/out-of-office services provided include trauma-informed services, counseling/therapy, legal advocacy, medical advocacy, social services and basic needs advocacy/case management, safety planning, 24/7 crisis helplines, and 24/7 crisis intervention at hospitals/law enforcement. Service plans based upon services client wants to receive.

Also provides community trainings in Professional settings and offers Information about Services.

Telehealth is provided for those that need, or would like it.

Provides full library access and services. CDs, movies, and video games may also be available in addition to traditional print reference materials. Some materials may be accessed online using your library card. The following additional services may be available: 

• Computers for Internet access and word processing
• Reference service and interlibrary loan
• FAX and photocopy services
• State and federal tax forms
• Meeting room available for community non-profit groups

Provides up to $150 to families for utilities, diapers, groceries, gas for vehicles, and other needs.

Provides mental health counseling and case management services to youth, young men and women, and their minor children who are serviced through Youth Services Network’s homeless programs. Our goal is to improve the youth’s mental health and well-being so they are able to maintain and sustain long term safe housing.

Offers a 24-hour community crisis hotline for individuals dealing with difficult emotions, thoughts of suicide, self-harm, and other safety concerns. Services may also include safety planning, medication application help, community resource referrals, such as emergency housing, shelter, food and more. 

Provides mental health services that includes psychiatry, social work, counseling, psychology and nursing. Therapy and treatment are specifically oriented to each person, treating everyone as an individual.

Frequent mental health issues treated include depression, anxiety, bi-polar disorder, schizophrenia, trauma-related issues, adjustment disorders, stress, aging issues, and parenting concerns.

Psychiatry is offered for adults and children through the use of telehealth/video-conferencing as well as face-to-face services. Nursing services are also provided in conjunction with psychiatry and include medication management.

Offers a before and after school program. Services provide children individual and group tutoring, as well as mentoring services to decrease school suspensions and to address the mental health and academic needs. Children are given a snack and provided with homework assistance, life skills, and recreational activities.
