A no-kill animal shelter that provides shelter, care, and suitable homes for animals when possible. Other programs include: - Animal Assisted Therapy: brings pets to residents of nursing facilities, assisted living, Alzheimer's Centers, and residential disability centers. - Dog Bite Prevention Education: visits schools and other groups to teach children the basics of animal behavior and how to avoid getting bitten by dogs and cats. - Continuing Care: provides shelter and care for pets if their owners become unavailable to care for them. - Arm Chair Adoptions: Individuals who are unable to care for a pet in their home can "adopt" a pet that lives at the animal shelter, and the individual receives letters and photos of their pet.

Provides shelter to homeless animals and places suitable animals in new homes through an adoption program. The Society accepts companion animals (dogs, cats, rabbits, and other pets) relinquished by their owners. Seniors for Seniors: The adoption fee will be waived for approved senior-citizen adopters of any cat or dog over 10 years of age. Seniors are eligible at 60 years of age and up. Feral Cats - Trap, Neuter and Return: Trapped feral cats may be brought to the shelter for spay/ neuter surgery for later release. Champaign County residents will be given priority. Humane traps may be "rented" for no fee, but an agreement must be signed to return it. There is a fee for surgeries. CCHS also conducts investigations of possible animal neglect or cruelty under the Illinois Humane Care for Animals Act. However, any emergencies involving animal abuse should be reported to the police immediately. CCHS provides dog training, low-cost spay/neuter programs, and a variety of humane education programs. Any animal control issues should be reported to the non-emergency number of the Hoopeston Police Department. The shelter works with adopters and no-kill partners to achieve the goal of never having to euthanize. Funds gained from fundraising and donations go entirely to food and medicate for the animals. Emergency Management Agency: A city agency tasked with the strategic organization of the management process used to protect critical assets and the citizens of the City of Hoopeston from hazardous risks that can cause disasters or catastrophic events and to ensure the continuance of operations of city government. Nixle Alerting System: Provides immediate severe weather and tornado warnings, severe storm watches and advisories, such as heavy snow, icy conditions, wind chill, and more. Weather information is sent as a test message directly to a cellphone. 50/50 Sidewalk Program: Program is for property owners within the city limits who wish to replace a deteriorated sidewalk located around their property. The City of Hoopeston would be responsible for tearing out the old sidewalk. The Council approved bidding contractor will complete the construction of the sidewalk and handicap ramps where required. The property owner pays for 1/2 the cost per square foot to install a new sidewalk and handicap ramps; the city will match the amount and pay the remaining 1/2 of the cost. The property owner's portion must be paid before work can begin.
