Child Link's primary objective is to secure permanent homes for orphaned and abandoned children from infancy to 18 years of age with foster-to-adopt program. They place ten to fifteen children in foster-to-adopt homes with concurrent planning. Child Link also coordinates no fee adoptions to prospective parents following state mandated background checks and home studies.

Provides placement for children with specialized needs in foster care. "Specialized" refers to children with medical, emotional, behavioral or mental health needs. Also refers to special groups such as adolescents and LGBTQ youth. Provides licensing for adults to foster or adopt children with specialized needs.
